I've had reasonable satisfaction with the Harbor Freight solar LED light ropes; my oldest is going fine after a few years of being outdoor exposed to all sorts of weather (though not salt air). The included little nylon cable clips are weak and crack with age. At $9 a pop on sale, I wouldn't think it too crazy to plan to need to replace every few years if needed.
Not motion activated, but they illuminate for several hours on a day's charge, the whole night long under decent conditions. I don't think it would illuminate the lock any too well for you, though; they're not super bright by any means. It is sufficient to keep me from stumbling down my deck stairs due to not seeing them, even though it doesn't keep me from stumbling down them due to being somewhat of a klutz at times.
