What Old-Bisquit said. No ground wire involved. And a Short Stop circuit breaker does not "blow". In the event of an overload, it will heat up and open the internal contacts to break the circuit.
Some of these are auto reset types, meaning that as soon as the circuit opens and the breaker has time to cool (a few seconds), it will automatically close the circuit and try again. Some are manual reset and should have a reset push button on top.
