The key word there is "normal".
Converters with a charging feature do all the "Abs/Constant Voltage" charging in "normal" mode. They start out in "boost/constant current" mode, but then drop down to 13.6 volts, in order to continue functioning as a converter at a lower voltage, thus putting less strain on lighting and other 12v accessories.
A charger, on the other hand, will continue in Abs/CV mode at a much higher voltage; at the Vabs threshold setting; and thus take many many hours off the time required to get the bank from ~80-100%.
