What causes this is the mix of cold and hot.. As the water heater heats the water it expands and the pressure in the hot line causes some flow of hot water into the cold line.. This is epicaly true if you have a water heater INLET check valve, which I still do not understand why some RV's have those... Page 2.
The cure: A tiny hole in the valve so it never fully closes, or do not quite close it fully so it drips drips drips the excess hot water away.
