Could be both. You'll know when you fish the filter out. If it's gummy looking, it's the fuel.
Little hint, don't use red Stabil, use the marine blue Stabil. Mich, much better and it don't stink either. I use it winter and summer, in every gas can full and I've never had any issue.
Your carb is probably a Walbro. You can get one on Amazon or Flea-Bay. If the filter is gummed up, just replace the carb. You don't want to take one apart. Chances are it won't go back together.
