output capability of the generator in question
local altitude and ambient conditions
what works for user A by the lake in Wisconsin
may not work for user B in Texas
but might work for user C at 2000 ft in Calif, but not at 3000ft

if two users with the same generator and A/C, one says yes and one says no
then the situation is 'marginal' and the best way to be certain is to the 'USE' next larger size generator
