The 120v is a back-up for a very bad solar week. In order to conserve electricity and therefore $$$, I would suspect the 120v t-stat is set to someone's guess at the absolute minimum temp for the desired purpose of the hot water. As long as solar is doing its job and keeping the temp above that minimum, all is well.
