It's likely your small existing panel has no charge controller. Even though that' not a great way to do it with a small panel and a large battery you can usually get by.
15v would be expected with it wired that way. However, it's not desirable unless the batteries are fairly cold.
If you're connecting 390 watts I would just unhook the small panel. Or, you could get a small inexpensive PWM controller, like a Morningstar SunSaver, and use that to regulate the small panel.
