8A from 230w panel doesn't sound like "low light" to me.
Something was wrong with her GoPower PWM controller or setup. I have a small GoPower inverter, bought it only because it was cheap and my loads are very low. Not too many people have GoPower controllers. It has an interesting "power boost" feature, though no temp compensation, no adjustable setpoints. Still, missing features don't explain 0.1-0.3A when your MPPT unit was running 8*180/230= 6.3A, prorated to 180W panel.
