Why in the world do you think PWM is the only way to regulate a charge voltage or current? A MPPT controller regulates charge current in a manner different than Pulse width modulation. When the need for float maintenance is required it's algorithm simply adjusts to provide the necessary float current with the same means of regulation as Bulk or Absorb.
Please feel free to point me to a link site that shows PWM circuitry in an MPPT controller.
Edited later to try to add clarity to my above comments: MPPT is essentially a DC to DC converter....totally different than a PWM current regulator. The computer algorithm in it adjusts the output D.C. as required. For Absorb or Float it simply adjusts the output D.C. Lower to meet the requirements for the needed charge state.
