No, Abs time is necessary - typically, between 30 and 90 minutes. Morningstar have adjustable time, you can change from default 3 hours to whatever you need. Yes, this is often done through the network port. On my controller I can do this right on the controller, no port. High-end models have automatically adjustable time.
Only in storage you can have Abs time very short, a minute a two. This is what Eco does.
Slightly higher Float voltage will not make it up for missing Abs time.
