For your purposes it's a 250W/14V=18A panel. Not 8A panel. MPPT controller always converts extra volts to amps, as long as the battery can accept these amps.
Fan and lantern charger draw mere few amps. If battery draws 14A at 13.8V Float it means it didn't get enough charge at 14-something V Absorb.
Shouldn't come as a surprise since your controller doesn't stay at V Absorb for any length of time. All you can do is to fake the missing Absorb stage by cranking Float up to 14.5 for an hour or two.
