Do solar panels have to face the sun or does sun just have to hit them?

In an ideal world for greatest output yes. Mine are a fixed flat installation and are from 2005. They still put out 17 amps at solar noon.
Charging starts at 30 minutes after sun rise and continues until sun down. Today is August 27 and at 9 a.m. the meters are showing 13.3 volts and 5.4 amp flowing into the battery bank.
