Solar Panel direction
Do solar panels have to face the sun or does sun just have to hit them?

For Sure. in fact there are devices that have been designed that "Track" the sun and adjust the angle (Both Azmuth and elevation) as the world turns so the things always face the sun perpendicular.
What I do not know if if they are marketed or if the legal issues were too great. i know they are marketed for land based commercial installs and I had designs in my hands oh 50 years ago give or take a decade.
