Different ways of looking at it I guess.
I was told by Rogue that I could over panel because I'd rarely see the max and the controller would shed it on the rare occasions I did. I would be exceeding it with a pair of either the 230w or 245w flat pretty much daily in the summer.
Morningstar says over paneling is fine and says it allows for more amps in less than the best situations. I see this as a option if you are adding panel to a existing controller but starting from scratch that way is such a waste.
Personally I would get a controller not just sized to my system but while I'm at it, consider any upgrade I may be able to do in the future. The second part may not be a issue if you are maxed out for panel already.
