Mena, the reason to use 4" or 6" long brackets (of 2" angle or whatever size you choose) is to create sufficient platform for driving 2 or 3 #10 screws into the roof. Because a single anchor screw per bracket is not good enough.
2-piece brackets would allow rotating for the purpose of tilting IF you think you need tilting AND on the condition that you add support legs on the North side of the panel. For a flat install this is not only unnecessary, but will also cause rattling in heavy wind and/or when driving.
Btw, same rotating feature can be achieved on a single-piece bracket by installing a nutsert into the panel frame - and this will also make assembling/dissembling easier as there is no nut required, only machine screw.
