3/8" is pretty normal for EPDM roofs. Though many manufacturers are using 3/8" OSB, a material cheaper and weaker than real plywood.
Rafters spacing can be all over the map, 18" seems to be most common but can be different in yours. And even when it's "mostly 18", it can be suddenly 10" in some spot where they had to put interior wall or something else. And they are neither too wide nor too thick, you have to locate them with accuracy no worse than 1/2". The roof drawing from the manufacturer would help even if it's not very accurate.
