I'd go for 6. Afaik there is more strain on the panels' mounting from wind when tilted, than when driving. I've used both moly and big screws on my rubber roof with plywood underneath. Both are fine after years.
Just took off my ac cover from the inside and it looks like the roof is made from some kind of plywood that didn't look over 1/4" with about 2 1/2" of Styrofoam under that. Doesn't seem like much anchor for just a normal screw. Also wondering if well nuts might work. As far as the energy credit do you know whether there has to be a professional installer used to get it?
