$700 will get him 500-600W solar array including solar charger, cables and fuses. Yes, it will work good.
To run a microwave he would have to throw in another $400 for a decent inverter. Probably 10-15 minutes a day, but 2 batteries will age prematurely if he does this every day. Better to upgrade to 4 batteries total.
Another alternative is to run a generator every time he needs a microwave.
tell him not to sweat much about the cost of inverter. He will need some inverter anyway, unless he wants to run a generator to use electric shaver or charge his phone.
