The PWM Controller makes the solar panel assume the battery voltage under normal operating conditions, it moves to left of the max power point on the curve, so power will never really be maximized.
The MPPT maximizes power under normal operating conditions, so more energy is transferred over a much wider operating space.
Amps only tell one part of the system performance.
