Solar panel weather-resistance w/ permanent flat mounting

So my dad had his panel removed to do some close inspection and troubleshooting. He was shocked to find that the multimeter indicated that he still gets peak voltage and amps from it under direct sun. The black scorch marks don't look as bad as he thought, and what he though was condensation just seems like the patterns in the glass(?).
