Video games on iPhones affect child development more than TV. What the game itself is doing to brain is one thing (some are useful, some not), plus the fact that games replace more conventional toys where child has to use imagination and physical activity.
With adults... hard to tell. Depends on what the Iphone/Ipad is used for.
