Yes and no. I just measured an incandescent bulb with my Kill-a-Watt and it displayed a PF of 0.99 to 1.00 ... and LED bulb displayed 0.66 to 0.67. Reason? ... an incandescent is purely resistive, an LED is not.
Inductive can be all over the block. PD converters are 0.7 pf.
Sure ... just checked my CTEK charger and PF reads 0.59 ... pretty awful. :E If I were powering this CTEK with a genset VA would be more important than it's rating in watts.
