I'd hope the smallest solar setup with some sort of meter will allow you to better monitor the batteries and keep charged in storage.

The 1/3 is probably on a cheap monitor panel, like the common KIB Micromonitors. On those specific ones, 1/3 ("Fair") is a voltage between ~11.6-12.1 V.
