Two things will make the fan clutch act abnormally. A radiator with airflow restricted a bit with bugs will come on earlier because of not enough cooler fresh air on the clutch spring.
The other fail is when the radiator tubes plug internally restricting water flow and the clutch spring does not feel enough heat to engage at all.
