So you're saying a fan clutch never will act abnormally due to its own failure?
I have always run my own screen in front of the radiator and do change it yearly. Its current status is relatively clean.
If it seems too slowly to dissengage it's shaft may be sticking a bit from age or dirt. Fluid leaking a bit is usually not a problem until enough leaks out that it will not engage anymore.
Never saw one go out of it's set temperature calibration although there is a first for everything i suppose. All of these are usually calibrated to engage at an air temperature of 165-195 degrees depending on models, engines, usage, etc. Tightening the spring will raise the engagement temp, and relaxing the spring will lower the engagement temp.
To eliminate one more variable i would just clean/remove the bug screen temporarily to see if anything changes.
I also would check the clutch bearing for any side play as it's internal plates dragging could cause it not dissengage properly.
