Maybe an impedance-matching volume control would work like this one? There are a number of manufacturers of these and I'm sure cheaper ones can be found. Could possibly just adjust it and hide it behind the radio.
The interior speakers they use are often like 1950s technology and are quite inefficient and have a poor frequency response. I replaced the ceiling speakers in a previous TT and what a difference. I'm sure the outdoor speakers they use are just as cheap.
