Stove hood light/fan tied into cabinet lighting?

Is it a normal wiring configuration for the stove hood light and fan to be tied into the under-cabinet lighting? Just an observation on the new trailer...thought at first it didn't work at all on batt...

somebody screwed up wiring that up should be easy to fix by rewiring the supply power from the under-cabinet light switch. the supply wire to the stove hood is connected to wrong side of the under-cabinet light switch.
