Since his amp reading is spot on the heating element is good. I would remove the heat element and install it in the next heat element slot as the original slot holder may have slightly detached from the flue. IF you cannot remove the existing Heat Element (odds are it is frozen in place from 14 years), then purchase a new element and install the new one in the extra hole. If it works on LP and NOT on 120 and the element pulls the 2.5/6 amps the only thing left is to move it to the other hole mount. Doug
