Misused term. If they call "high rate discharge" UPS, IT and emergency lighting - I wonder what would be "low rate discharge" then :)
I don't like that there is no Bulk/Absorb voltage in the specs. Also note a bit high temp comp factor 8mV, lower-priced controllers usually have a fixed temp comp 5mV.
