I've had good luck with a very very thin smear of vaseline on a suction cup mount that was being mounted to a plastic stick-on puck thingy (a GPS mount in this case). This does have the disadvantage that it slides around for awhile at first, but it seems to stay stuck a lot longer than without the vaseline. The sliding isn't much of a problem for me since the puck is kinda sorta horizontal, but could be a difficulty on a kinda sorta vertical windshield.
My theory is that the vaseline can fill in whatever tiny surface imperfections exist in the suction cup or the puck and thus give it a stronger seal. I don't know if the theory is completely sound, but the results have been quite positive; it stays stuck for a couple months or so instead of a couple days or so. The vaseline hasn't noticeably harmed the suction cup rubber material.
