Here is the manual:

http://www.trci.net/products/surge-guard/hardwires-portables/30a-portable-wlcd-displayI have the older 30 Amp Surge Guard. The one without the readout display. Mine has an LED labeled:
Time Delay When Flashing. The manual for your unit says that the LED labeled:
Caution When Flashing serves the same purpose. Page 2 of the PDF lists the 3-step operating instructions. They are not the instructions that I learned. Here is how I was taught:
1) If needed, turn pedestal breaker to the ON position.
2) Plug in the Surge Guard. Do not connect the shore power cable to it.
3) The
Time Delay When Flashing LED will blink for 128 seconds.
4) Hang around near the pedestal for those 128 seconds. You want to be within ear shot of it.
After 128 seconds has lapsed, if the Surge Guard likes the power coming from the pedestal you'll hear a very noticeable thud from the Surge Guard as it engages the relay.
5) If you hear that thud, make sure that the
POWER ON LED is lit and then plug in the shore power cable.
If you don't hear the thud of the relay engaging then examine the Surge Guard for error status info and resolve before continuing.
I don't agree with the owners manual. I believe the Surge Guard should give the "All OK" signal before plugging the shore cable into the Surge Guard.

I've had a bad 30A on a pedestal in the past. If the pedestal also has a 50A and the 30A is bad, I'll plug a 50-to-30 amp dogbone into the 50A side and plug the Surge Guard into the dogbone. That usually solves the problem and then I'll notify the park's office of the bad circuit.
