I agree that if the battery voltage is a lot lower than the converter voltage you have a wiring problem. If you could measure positive-to-positive between the converter and battery, then do the same negative-to-negative, you'd at least figure out which side of the wiring the problem is with. I also agree that WFCO converters have major reliability issues, but if the converter isn't causing the problem, replacing it won't fix the problem.
