Will a tailgater work from inside the RV if the only thing between the tailgater and satellite is a double pane glass?

No. It needs a clear unobstructed view of a very specific spot in the southern sky. And the angle required probably could not be acquired thru a window anyway. Even thin trees can block the signal.
