If you want it to to stay put, maybe consider a 2 part epoxy...JB Weld.

x2 for a spray, that sounds like the easiest solution.
Another idea; a good outdoor fix-all tape, like Gorilla.
Clean everything with soap & water followed with isopropanol, and then tape the heating pad to the tank from one side to the other, so the tape is sticking to the plastic walls of the tank and the pad itself. - charlysmom_dadExplorerThanks for the ideas. I'll look into them all.
