This is a common thing and will become more so.
For example, if you buy a car with the Navigation option, it's just a code they type into the car's computer to activate it. All cars come with it - you're just paying for the code to enable it.
I agree this is kind if skeezy. I mean, it's not like the vehicle doesn't already contain the equipment. In this case, evidently all the cars have the same batteries, they are just crippled for people who don't pay a premium.
I'm just waiting for people to hack the cars to activate these kinds of features themselves.
