I had a friend selling mainframe computers back in the 70s and he told me that his company sold two computers at two different prices but only built one computer. The lower priced one had what he called a "bridge" that shut off one-half of the memory. When the customer wanted to upgrade they sent out a tech to remove that "bridge", and now that computer had twice the memory.
That was over forty years ago, so this practice is nothing new. If you receive what you were told that you would receive for the price paid, there is no scam.
