I can give you a bigger bite.. once picked up a trasmittter chassis, per the diagrams the highest voltage on it was 12vac Filiment voltage, With dry hands not even a tickle at 12 vac.
Found out the prior owner had powered the receiver off a dropping resistor, Instead of a dual voltage power supply, he provided 500 VDC to the transmitter full time, and ran it through a resistor to get the lower voltage needed in the receiver... That one put the lights out (Really, When I made contact (And tossed it) either I, or the toss pulled enough current to blow the fuse and put the lights out)
