Yes, within reason it transforms watts into any combination of volts and amps that v*a = the same watts (minus various efficiency losses).
10w that is from 10v at 1 amp can come out as 5v at 2 amps, or 2.5v at 4 amps, or 1v at 10 amps. It is a Variable DC-DC power supply that runs the solar panels at best input voltage and current combo to produce the most watts.
