No power means you cannot turn the MW on and as long as it is off the inverter produces no power. Depending on setting and specs the inverter needs 20 to 60 watts of load to get it to switch on. I think Xantrex has a white paper on this issue for electronically switched items.
Sure you can use a microwave while the inverter is in search mode..
All you have to do is turn on a device that is slightly above the required turn on set point. Granted that will "waste" a little amount of battery but in the big big picture of things a 20W load wasting some battery is sort of like a candle compared to the sun.
Alternately in the case of my Tripplite I can always switch the power save feature off when not needed and turn it back on when it is needed..
In the case of my Tripplite, the power save feature is adjustable from about 6W up to 100W via a little pot adjustment on the front of the inverter. I set mine to reliably turn on with a min of 9W..
