How can you chronically undercharge a battery that doesn't require a full charge? I don't understand that ad. Sure 13.6V won't charge a LI battery but unless the batteries BMS takes a crap, you won't damage the battery.
Jim, charging LI is not complicated or expensive. It just requires constant voltage. Something those cheap MeanWell's and MegaWatts will do easily. So pull your converter, sell it on ebay, get a 36A MW for $60, set it to 14.6V or whatever the manufacturer recommends and call it a day. The BMS will even shut the charger off when they're fully charged. Easy.
Think about it:
1. No floating
2. No hydrometers
3. No sulfation
4. No cleaning
5. No Puekert
6. No progressive capacity loss
