How can you chronically undercharge a battery that doesn't require a full charge? I don't understand that ad. Sure 13.6V won't charge a LI battery but unless the batteries BMS takes a crap, you won't damage the battery.
This may seem like a PITN but it should be of short duration if done often enough. If constantly short charged the imbalance may grow.
In electric vehicles the balancing is far more sophisticated with balancing happening almost all the time vs. just at top charge. Keep in mind PD is partnered with one brand LFP and must comply with those specifications.
If the cells are not equalized ever the BMS still cuts your power when the lowest cell hits the minimum voltage. Everything is tracked at the cell level not at the full battery voltage. The effect will appear to be significant loss of capacity when the cells are just a bit out of balance.
