So, the level indicator for my black tank seems to have two indications; 3/4 full or full. Even if I drain the tank, the monitor still shows 3/4 full. I can look straight down the toilet and see that ...

The tank sensors sense "residue" on tank wall and guess what you have on your black water tank?
In my 30 years of RV-ing I never used tank flushing. What for? I just made a habit to fill up lot of water before I make #2 and having 3 sons helped in having lot of liquid there.
Even with 5 gallons black tank in ClassC took us well over a week to fill up black tank. Grey tank is another story.
