As far as used equipment at Lowes, I know my dad just purchased a self propelled lawnmower at Lowes that was marked down to $25. It was a returned item and had a tag on it that said the engine was no good.
He purchased it and had a new engine put on it from a local small engine repair guy for less than the mower would have cost new at Lowes.
