My flange is screwed to the floor and glued to a 6" pc of 3" ABS pipe that slides thru a rubber bushing that is in the tank. I thought they were all that way. I'd wonder how you'd ever remove the tank, unless that flange it screwed to the pipe, but I doubt that.
It looks, from the picture, that the flange is broken where the stool's retaining bolts are secured. No way to fasten the stool to the flange.
There are a variety of repair flanges sold, steel, brass, and PVC. Make sure that your heights are low enough so that the stool isn't rocking on top of the repair flange. I've had to repair flanges like this and the thinner steel repair flanges work out the best.
