Just because I hate watching the Packers win, I was thinking about your issue and that picture. More than likely that flange is not flush on the floor. That's what caused those bolts to break the flange (toilet did not sit square on floor) and is now allowing you to put the fix under the flange instead of on top. Just a guess, but I think that is the true cause of the problem.
