This is one of the typical four-light panels, right? A half tank is exactly between 1/3 and 2/3, so I don't really see what the problem is with it showing 1/3 given the resolution of the readout. (It would be more wrong to show the next increment up of 2/3.) These are only able to give a very rough approximation of levels by design.
Some of these panels have an adjustment potentiometer to tweak the range/sensitivity of the readout; it may be necessary to remove the light panel to access it, or there may be a little hole on the front to sneak a tiny screwdriver in. If you have the adjustment, you can tweak it until the readout corresponds to what you would like. Others are not readily adjustable.
