It may be that your batteries are damaged. That could be from a badly operating converter. More information about your gear and measurements would be necessary for a more focused diagnosis.
Edit: you posted concurrently (no pun intended) about your converter model. WFCO converters have been noted for not performing accurately. Also, 12.2 V is around 50% discharged. After a full charge, your batteries should be around 12.6 V. With a draw of 1 ->20 milliamp, battery voltage should fall very slow.
