Trouble shooting suggestions-Thetford Toilet/water pump

If anyone has some trouble shooting suggestions, I would appreciate it. Today I used the water pump for the toilet and with pedal in closed position, water was dribbling in and water pump was cycling...

It might be that the toilet fill valve is weak, and that RV pump pressure is greater then city pressure.
