Thanks for all the help. My problem turned out to be a bad digital meter. I have an Autozone near me and decided to go by and borrow their meter. Their meter showed 12.65 where mine was showing 12.4.
My bad. I have had this meter a long time and thought it was accurate.
Oh well. Time to get a new meter.

Any suggestions on a good meter?
